Welcome to the Administrative Review Tribunal’s Melbourne registry. The registry is the place where we hold our hearings and conferences. It’s also where you can submit applications or pay your fees. This Access Guide is to help applicants get ready to come to the registry.

We are on level 4, 15 William Street, Melbourne, near the corner of Flinders Lane.

Our office is open from 8:30 am – 5:00 pm, Monday to Friday. We are closed on public holidays.
Getting to the registry
Accessible changing facilities
There are no adult change facilities in the Tribunal building. We have listed the closest facilities below. Please note that these facilities need a Master Locksmith Access Key (MLAK) to access them. If you do not have you own an MLAK, you can order one from the Master Locksmiths Association of Australasia Ltd. You can do this by completing the MLAK order form.
850 metres from the Tribunal. 24/7 access with MLAK. The room is in Crown Melbourne retail Metropol Precinct on Level 1. It’s in the public amenities between the retail precinct and the food court.
Directions from the Tribunal
- Exit the Tribunal and turn right.
- With the building line on your right, go along William Street for about 50 metres until you get to Flinders Street.
- Cross over Flinders Street and turn right.
- With the road on your right, go along Flinders Street for about 200 metres until you get to King Street.
- Turn left and cross over the bridge (about 300 metres).
- After crossing the bridge, turn right, and with the building line on your left, go along the promenade for about 100 metres. You will then reach the Crown entrance on your left.
- Go through the entrance and through the food court (about 50 metres).
- Take the lift or escalator on the right up to level 1.
- Go along the walkway for about 150 metres and the toilet hallway will be on your right, before the next food court.
- The changing place is on the left of the hallway, after about 10 metres.
1 km from the Tribunal. Open 6:00 am – 11:30 pm, every day. Access with MLAK or by calling security on the intercom at the end of the corridor. The room is in the corridor of The Atrium, Federation Square. It’s off the same corridor as all other public toilets in The Atrium. The corridor entry is near the lift to the Main Square, near the entry to the Edge.
Directions from the Tribunal
- Exit the Tribunal and turn right.
- With the building line on your right, go along William Street for about 50 metres until you get to Flinders Street.
- Turn left and cross over William Street.
- With the building line on your left, go along Flinders Street for about 600 metres until you get to Swanston Street.
- Turn right and cross over Flinders Street.
- Turn left and cross over Swanston Street.
- With the building line on your right, go along Flinders Street for about 300 metres until you arrive at The Atrium on your right.
- Go through the main hallway of The Atrium, and the toilet hallway will be on your right after about 50 metres.
- The changing place is on the left of the hallway, after about 10 metres.
Entering the building
Sensory outside: Sounds of cars, motorbikes, trams and bicycles. Sounds of construction workers. Some people using the footpath.
From William Street: There is ramp access via the main entry.
Doors: There is one automatic accessible door. There are also automatic revolving doors and manual swinging doors.
If you have accessibility needs, you can use the accessible automatic door. The reception desk is straight ahead when you enter the accessible door.
Inside the building
Ground floor
Sensory inside: Medium lighting, quiet music, people talking. You might smell cleaning products if cleaners have been, or food or coffee. There will be noises of vehicles and construction outside. There is a cafe in the back right corner of the building which normally has some music playing.
The ground floor is a rectangle shape. There is a reception desk at the front. The lifts are in the middle of the floor, behind the reception. There is seating on the left and right sides. There are accessible toilets at the back of the building, after the lifts, to the left of the cafe.
Building staff: Ground floor building staff will be at a desk near the entry. They do not work for the Tribunal, but they can help you find the toilet or get to our reception on level 4.
Toilets: There are all-gender toilets at the back of the building. Take the path to the right of the reception. Go along the path past the lifts, up the ramp, and the toilets are on the left. There are paper towels and no dryers. There is an accessible right-hand rail toilet and an ambulant toilet.
Accessible Left-Hand Transfer (left-hand rail) toilets: If you need an accessible left-hand rail toilet, there is one on level 4 near the reception.
To find the Tribunal reception: Take the back row of lifts to level 4.
Lifts: There are two rows of lifts on the ground floor. Take the path to the right of the reception. There will be two rows of lifts on the left, with a row of stairs and cupboards in the middle. To get to level 4, go to the last row of lifts with 1-11 written on the wall. Touch the screen and select number 4. The speaker and screen tell you which lift to go to, like “lift J”. The sign above the lift will also light up.
If you need to use the audio function, press the accessibility button at the top of the screen. The button has a raised tactile symbol. It will announce the lifts and will ask you to press the button again when you hear “level 4”. When the lift opens, it will make a sound so you can find it.
Tribunal reception is on level 4
This is the main floor of the Melbourne registry. Go to level 4 for:
- lodging an application
- making a payment
- appearing for a conference or hearing.
Security cameras: There are some security cameras on the ceiling (also called CCTV). These are to help keep everyone safe. They also help us if there is an emergency.
Security guard: We have a security guard to make sure everyone is safe. They will be wearing white and blue. They might ask you if you need help or ask you why you are at the Tribunal.
Other people: There might be other people on level 4. This could be people from the public, staff, interpreters or other support people.
Navigation: There are some signs on the walls. The signs can help you find some places you might need. These signs are not tactile or in braille. This means they will not work for someone who is blind or vision impaired. If you need help to find something you can ask a staff member to help you.
Emergency exit stairs: There are two different fire staircases if there is a fire or emergency. If there is an emergency, please follow the directions of the staff and do not use the lifts.
Other facilities on levels 4 and 5
Sensory: Quiet, some people talking, bright lights.
Exiting lifts: When you come out of the lift on level 4, please go to the reception counter. If you use lift G, H or I, exit and turn left. If you use lift J, K or L, exit and turn right. The reception counter will be straight ahead. There will be someone at the reception counter to help you.
Receptionist: They help you when you arrive. If you need a hearing loop for your conference or hearing, you can ask the reception staff.
Sensory: Quiet, some people talking, bright lights.
Before your conference or hearing, our staff might ask you to wait. The staff can help you find a place if you need.
Turn right at the reception. Go along the hallway and take the first right. The toilets are on the left of this corridor. In the corridor on your left there will be a small recess, then the female toilets, then the accessible toilet, then the male toilets. The accessible toilet has a left-hand rail, with automatic doors and paper towels. There are no hand dryers.
There are also ambulant toilets on this floor. These are in the male and female toilets.
There is a parent room on level 4. You can use it if you need to feed, change or care for your baby. The parent room includes a baby change table, a chair and table, a bench, a sink, hand soap, hand towels and a bin.
There is a prayer room on level 4. The room has prayer mats and a Qibla compass on the ceiling.
There is a water tap on level 4 and level 5. There is hot and cold water.
Sensory: Quiet, people talking, bright lights.
The rooms have a number outside of the door.
Recording equipment: The rooms have some cameras and microphones. These are to record the conferences.
Accessibility: If you need an accessible space, we have some accessible rooms that we can use.
Hearing loops are available in conference and hearing rooms. Please tell the staff member on your case if you wish to use a hearing loop for your event at the Tribunal office.
Public conference or hearing: If your event is public, this means some other people might be in the room. They are observers, and they cannot say anything during the conference.
Time and breaks: The Member may pause a conference or hearing to allow for a break. You may ask for a short break if you need one at any time during the conference.

Level 5 has more conference rooms and hearing rooms. A staff member will tell you if you need to go to level 5.
Toilets: you use lift G, H or I, exit and turn left. If you use lift J, K or L, exit and turn right. When you exit the lift area turn right. Go along the hallway and take the first right. The toilets are on the left of this corridor. There is an accessible right-hand rail toilet, with automatic doors and paper towels. There are no hand dryers. If you need a left-hand rail toilet, please go to level 4.
There are also ambulant toilets on this floor. These are in the male and female toilets.
